This unique vehicle is VMO770H, a custom-built Bedford VAL70, with a body that raises to double deck height to provide office space and living accommodation:

The Bedford VAL was known as a twin steer chassis, but that was normally a reference to the twin front axles. This vehicle took 'twin steer' to a new extreme, equipped for right or left hand drive:
